Nine fresh regulations will be introduced by the Premier League for the 2026/27 campaign, with numerous ones targeting time-wasting and boosting the implementation of technology such as expanded VAR. The Premier League has revealed some alterations to the rules for the forthcoming season.
The forthcoming Premier League term will see nine fresh rules come into force aimed at improving the viewing experience. Many of these stipulations concentrate on eliminating delays, while others call for increased technological assistance. Several were tested at the World Cup with success, which saw a significant increase in active play time. During the competition held in North America, the ball was in active play for slightly over 60 minutes on average, compared to under 57 minutes at the 2022 Qatar tournament.
Although many of the fresh guidelines will likely be embraced, certain ones may generate concern due to their expanded reliance on VAR, which remains a contentious issue for countless fans.
Ahead of the 2026/27 season opener between reigning champions Arsenal and recently-promoted Coventry City, here is a rundown of the fresh regulations.
Throw-ins
Throws not executed within five seconds will be awarded to the opposite side. However, this will not affect long throws viewed as set-piece routines.
Goal-kicks
Goalkeepers have similarly been given a five-second deadline. Should the kick not be taken within this window, the referee will hold the power to award a corner to the attacking side.
Players going down
Should a player unexpectedly hit the turf, stopping play, they must leave the pitch even if they have not been examined by medical staff. Nevertheless, the rule will not be enforced if the player was fouled and the offending player has received a card.
Substitutions
Players being replaced can no longer linger off the pitch at a slow pace. They must now quit the field within 10 seconds. Should they neglect to do so, their replacement will be obliged to wait a minute before entering.
Goalkeeper timeout
The matter of goalkeepers inexplicably dropping to the ground to waste time has also been tackled. Should a keeper receive treatment from a physio, the manager will have 10 seconds to name a player to depart the pitch for a minute. Failing to decide within 10 seconds means the captain will automatically be withdrawn for 60 seconds. The rule will not apply should the goalkeeper have been fouled or be bleeding.
Handball from a goal-kick
The rules surrounding handball during goal-kick routines have been clarified. Any touch of the ball during a goal-kick will now be regarded as the kick having been taken. As a result, should any player then handle the ball, a penalty will automatically be awarded.
Second yellow cards
As seen at the World Cup, VAR can now be utilised to review second yellow cards that have been shown. Nevertheless, the technology will not be employed for potential second bookings that have not yet been displayed.
Set-piece goals
VAR will also be deployed to verify whether a foul occurred before the set-piece was taken. Should an infringement be spotted, the goal will be ruled out and the set-piece will be retaken.
Mistaken identity
VAR can now step in to ensure the right player is penalised for an offence. It will not be applied in the same manner as it was at the World Cup, where Paraguay’s Miguel Almiron was punished for a dive after the USA was initially booked for a foul. In the Premier League, it must be for the same offence, potentially in the event of confusion amid a crowded penalty area.
